Letter from the Editor

November 1997


The editors and staff of the Journal are pleased to present the transcripts from the 15th Annual National Regulatory Conference. Each conference panel was comprised of experts in different fields to discuss the implications of the Telecommunications Act of 1996 from their various perspectives. The conference was held May 6-7 at the Marshall-Wythe School of Law, The College of William and Mary. The transcripts have been edited to include additional material in order to provide our readers with a more complete background of the issues involved. Our thanks to the speakers for allowing their comments to be edited to ease the transition from the spoken word to the written form.

This is the first time in the conference's history that the transcripts have been published. Also, this special issue marks one of the many changes at the Journal. We will be publishing three additional issues this year, we are including more book reviews and transcripts of lectures, and we are planning a symposium to be held in February 1999.

We would like to thank the Virginia State Corporation Commission, the Administrative Law Section of the Virginia Bar, and The College of William and Mary for accepting our proposal to publish the conference. In this regard, Eric Page, the conference planning committee, and all of the conference speakers have provided us with tremendous assistance. In addition, the Journal would like to thank the Dean's Office, Professor John Paul Jones, Anne Major and Margaret Berryhill for their help.

Publishing a conference has proved to be a very different experience for the members of the Journal and it has taken a coordinated effort of the Editors and the Staff to produce an accurate replication. Specifically, we would like to recognize staff members Christopher W. Grant, John Jung, Connie R. Kuykendall, Michelle C. Lam, and Jennifer S. Minyard for the hours they spent verifying the accuracy of the transcript. This issue required that several staff members take on editorial responsibility and we appreciate their willingness to help.

Finally, we appreciate all of the comments we receive from our readers. We are in the process of revamping the forum for your comments and questions. Look for the new format in our upcoming Fall Issue. As we continue to make improvements at the Journal, we invite feedback from our readers.
